How Best can a Ministry promote Digitisation Projects?
In our time when public resources are scarce, it is not easy
to justify state expenditure on cultural digitisation. In this presentation an
endeavour is made to describe the role of the state, and hence of the cultural
ministry, concerning digital content creation and digital cultural services. The
ministry's regulatory functions, its responsibility in funding and executing the
tasks of digitisation are examined. Various tests and questions to be asked are used
to determine the ways the ministry can foster cultural digitisation. The experience
earned while working on the MICHAEL-programme will also be presented.
